चुला घरको अर्थ

चुला हाउस (Chula House) को नाम “चुला” बाट राखिएको हो, जुन किरात राई धार्मिक परम्परामा प्रयोग हुने पवित्र तीन ढुङ्गे पुर्ख्यौली आगोको थलो (हर्थ) हो। चुला किरात राई धार्मिक अभ्यासको केन्द्रीय अनुष्ठानिक प्रतीक हो। यी तीन ढुङ्गाहरूले किरात पहिचानका तीन आधारस्तम्भहरूको प्रतिनिधित्व गर्छन्—पुर्खाहरू, वर्तमान जीवित समुदाय, र भविष्यका पुस्ताहरू।

२० जनवरी २०१६ मा KRAHK द्वारा खरिद गरिएको चुला हाउसले हङकङमा आयोजना हुने सम्पूर्ण प्रमुख किरात राई धार्मिक समारोहहरूको स्थायी केन्द्रको रूपमा सेवा गर्दै आएको छ। यसमा वर्षमा दुई पटक मनाइने साकेला पर्व, राईछाकुले दिवस, मुन्धुम वाचन तथा जीवनचक्रसँग सम्बन्धित विभिन्न धार्मिक संस्कारहरू समावेश छन्। यो हङकङको एकमात्र उद्देश्यपूर्वक स्थापना गरिएको किरात राई धार्मिक तथा सांस्कृतिक केन्द्र हो।

चुला हाउस केवल एउटा भौतिक सम्पत्ति मात्र होइन; यो जीवित सांस्कृतिक पूर्वाधारको एक अमूल्य र अपूरणीय हिस्सा हो। यदि चुला हाउस गुम्यो भने, हङकङस्थित किरात राई प्रवासी समुदाय आफ्नो धार्मिक निरन्तरता र सांस्कृतिक पहिचानलाई संरक्षण तथा जगेर्ना गर्ने प्रमुख आधारबाट वञ्चित हुनेछ।

तीन-एक कानुनी प्रस्ताव

KRAHK ले उचित क्षतिपूर्ति सुरक्षित गर्न र किरात राई समुदायका धार्मिक र सांस्कृतिक गतिविधिहरूको निरन्तरता सुनिश्चित गर्न तीन समानान्तर कानुनी दावीहरू अनुसरण गर्दैछ।

1.वैधानिक क्षतिपूर्ति

Under the Lands Resumption Ordinance (Cap. 124), KRAHK is entitled to statutory compensation for the compulsory acquisition of Lot No. 2095, D.D. 102. This includes the market value of the property as assessed by an independent Chartered Surveyor, plus any disturbance allowances and professional fees.

2.अनुग्रह भुक्तानी

In recognition of the Chula House’s unique status as a sacred religious and cultural centre, KRAHK is applying for an ex-gratia payment from the Home Affairs Bureau. This payment acknowledges the non-monetary cultural and spiritual value of the property that cannot be fully compensated under statutory provisions alone.essional fees.

3.संरक्षित भाडा अनुदान

KRAHK is applying to the Home Affairs Bureau for a Private Treaty Grant (PTG) — a provision that allows a displaced religious or cultural organisation to be re-established at an alternative government-provided site. This would enable KRAHK to continue its religious and cultural activities after the Chula House is resumed.
