What the Chula House Means

The Chula House takes its name from the Chula — the sacred three-stone ancestral hearth that is the central ritual object of Kirat Rai religious practice. The three stones represent the three pillars of Kirat identity: the ancestors, the living community, and the generations yet to come.

Purchased by KRAHK on 20 January 2016, the Chula House has served as the permanent home for all major Kirat Rai religious ceremonies in Hong Kong, including the biannual Sakela festivals, Raichhakule Day, Mundhum recitations, and life-cycle rituals. It is the only purpose-built Kirat Rai religious and cultural centre in Hong Kong.

The Chula House is not merely a property asset — it is an irreplaceable piece of living cultural infrastructure. The loss of the Chula House would sever the Kirat Rai diaspora community in Hong Kong from their primary means of maintaining religious continuity and cultural identity.

Three-in-One Legal Proposal

KRAHK is pursuing three parallel legal claims to secure fair compensation and ensure the continuity of the Kirat Rai community’s religious and cultural activities.

1.Statutory Compensation

Under the Lands Resumption Ordinance (Cap. 124), KRAHK is entitled to statutory compensation for the compulsory acquisition of Lot No. 2095, D.D. 102. This includes the market value of the property as assessed by an independent Chartered Surveyor, plus any disturbance allowances and professional fees.

In recognition of the Chula House’s unique status as a sacred religious and cultural centre, KRAHK is applying for an ex-gratia payment from the Home Affairs Bureau. This payment acknowledges the non-monetary cultural and spiritual value of the property that cannot be fully compensated under statutory provisions alone.essional fees.

3. Private Treaty Grant (PTG)

KRAHK is applying to the Home Affairs Bureau for a Private Treaty Grant (PTG) — a provision that allows a displaced religious or cultural organisation to be re-established at an alternative government-provided site. This would enable KRAHK to continue its religious and cultural activities after the Chula House is resumed.
